How to become a Foster Parent in Missouri

A Step by Step Guide

Step 1: Learn About Foster Care in Missouri

Before starting the licensing process, take time to understand what foster care involves.

This is a no-pressure step—it’s simply to learn, ask questions, and discern if fostering is right for you.


Step 2: Fill out the state application and email to One Heart

  • Applications are due 6 weeks before trainings begin
  • Trainings typically begin in January, June, and September

Step 3: Connecting with an agency

One Heart will connect you with an agency for the home study process. 

    Step 4: Complete Required Foster Parent Training

    Missouri requires MO CARES training.

    Training typically includes:

    • Trauma-informed care
    • Child development
    • Behavior and regulation strategies
    • The foster care system and court process
    • Attachment and loss
    • Supporting reunification

    ⏱️ One Heart offers the required state training using a faith-based lens several times a year. The training is one night a week, for 10 weeks, and usually lasts around 3 hours.  Trainings usually begin in January, June, and September and applications are due 6 weeks before classes begin and are


      Step 5: Home study process

      All adults (17+) in the home must complete:

      • Criminal background checks
      • Interviews with household members
      • Discussion of parenting style, strengths, and supports
      • Home safety inspection
      • Class and then home study process happen simultaneously

      Step 6: Placement & Ongoing Support

      After licensing:

      • Ongoing training is required annually

      • You’ll have continued support from your agency
